BEL AIR, LOS ANGELES — October 31, 2026. As Southern California moves into the rainy season, records from Los Angeles City Hall show that Bel Air hillside representatives participated in a debate over storm planning and departmental readiness.
Council File 26-1169 concerns emergency planning for potential El Niño weather. The City Clerk reports that the Bel Air-Beverly Crest Neighborhood Council submitted a community impact statement September 14, 2026. The full City Council then adopted an amended action on September 16 by an 11–0 vote with four members absent; the action became final September 18.
Why the discussion matters for hillside areas
Storms can create localized landslide risks, blocked drains, fallen trees, road damage and access problems on steep or narrow streets. The council’s involvement shows the issue is relevant to the hillside communities it represents, though a citywide motion is not proof that a specific Bel Air street is currently unsafe.
Preparing before heavy rain
Residents can review their property’s drainage, keep emergency contacts available, and consult official city and National Weather Service advisories. Do not enter storm drains, remove public barriers or attempt to cross flooded roads. Anyone concerned about a public street or retaining wall should document the location and contact the appropriate city service rather than attempt unauthorized repairs.
The September Council action is a record of a planning and preparedness policy debate, not a forecast that El Niño conditions or flooding will definitely occur in any one neighborhood.
